Britain’s Buy to Let Mortgage Market May be Regaining Some Vigour

In Britain the buy-to-let market, as the country’s residential investment sector is called, is starting to look a lot healthier for the first time in nearly two years. After peaking in 2007, when more than one-tenth of all new mortgages were buy to let mortgages, it since collapsed as property prices slumped and mortgage lenders held back from making loans into what seemed to be the riskiest part of the market.
Now house and flat prices are improving again in parts of the country, although the recovery still looks fragile, and lenders are getting more confident about making new loans. The biggest factor in the recovery is a rise in rents in major markets such as London, where economic recovery and improving fortunes in the banking sector are driving demand for rented homes. Still, the upturn in buy to let is a subdued one and banks remain cautious, not least because they are struggling with balance sheet pressures of their own. One cause for celebration is the fact that a number of new entrants have come into the market. Paragon, a specialist buy-to-let mortgage lender that had effectively closed itself to new business, said it planed to start making loans available to new clients. And two other banks have started offering loans. These are Aldermore and Precise Mortgages. This extra supply of loans and additional competition will be good for landlords, who for the past couple of years have been totally at the mercy of their existing banks, many of which have raised interest rates and fees knowing their clients could not move anywhere else.
Those who are new to buy to let will however still struggle to get finance. The value of loans being made available is still small compared with what was being lent at the peak of the housing cycle in 2007. That means that much of the available lending facilities will be gobbled up by existing landlords who are rolling over loans and who have substantial equity in their properties. Few experts think that there will be much new lending done at high LTV ratios or to inexperienced landlords. RICS, an association representing valuation and letting agents, said that many first-time buyers were still struggling to get access to finance.
